Our core billing and inventory app is a PHP 5-era monolith on a single on-prem server. Management wants it 'on the cloud' this financial year. Is it sensible to rehost first and refactor later, or is that just moving the problem?

Rehosting first is often sensible if the main drivers are infrastructure risk (single server, no backups, hardware end-of-life). Just be explicit that it is step one. Use the move to add the safety net you will need later: automated backups, monitoring, a CI pipeline and characterisation tests around critical flows like invoicing. Then strangle the monolith capability by capability. Upgrading the PHP runtime should be on the critical path too, since PHP 5 has been unsupported for years.
